Identification of Demographic and Social Indicators Influencing the Allocation of Supportive Housing (Case Study: Neyshabur City, Iran)

Abstract

Introduction: Despite government efforts since the 1940s, the shortage of affordable housing remains an enduring issue. This problem encompasses not only quantitative but also qualitative dimensions. In Neyshabur, the inadequacy of housing is not merely a matter of shortage but also relates to the quality and accessibility of available dwellings. Socio-demographic indicators play a crucial role in determining the affordability and suitability of housing. Without a comprehensive analysis of these indicators, housing programs risk being misaligned with the actual needs of the population. The ultimate objective of this study was to uncover patterns and insights that contribute to the development of more effective supportive housing strategies and to provide a deeper understanding of the interaction between socio-demographic characteristics and housing stability.                                                                                                                         
Data and Methods: This study conducted an in-depth analysis of demographic and social indicators influencing supportive housing allocation. Data were collected from library and documentary sources as well as semi-structured interviews with 16 officials involved in the supportive housing sector. The research employed a qualitative approach based on thematic analysis with an inductive reasoning framework. Coding was used as a core analytical tool within the thematic analysis process to extract fundamental themes from the interview data. The extraction and coding of data were carried out using the combined coding method in MAXQDA software, encompassing three stages: open coding, axial coding, and selective coding.
Results: The codes and their frequencies derived from the 16 interviews revealed that the indicator of marriage recorded the highest frequency (69 occurrences), followed by migration (55 occurrences) and urban poor and low-income groups (53 occurrences). These findings indicated the prioritization of these issues by interviewees in their assessment of social challenges, whereas indicators such as homelessness and household size had the lowest frequencies.
Conclusion: Supportive housing policies in Neyshabur do not adequately respond to the actual needs of the population. These programs are primarily designed based on generalized needs, overlooking the specific conditions of vulnerable groups such as female-headed households and the elderly. The neglect of cultural and social characteristics has prevented these policies from effectively addressing the economic difficulties of such groups, and in some cases, has even exacerbated housing and poverty-related problems.
