Objective: Urban resilience has recently become one of the most important concerns in city
Materials and Methods: First, a spatial and geographic information system (GIS) database was developed, identifying five main criteria including socio-economic, physical-structural, accessibility, physical, and ecological factors along with 29 related sub-criteria. The Analytical Network Process (ANP) method was used for weighting and valuing the criteria and sub-criteria, based on data collected through Delphi questionnaires distributed among experts in environmental and crisis management fields. Subsequently, spatial layers of each sub-criterion were prepared in ArcGIS, and fuzzy operators and fuzzy overlay techniques were applied to generate final resilience maps. Results: The analysis revealed that the ecological criterion, with a weight of 0.256, has the greatest impact on the resilience of Bandar Abbas. This was followed by socio-economic (0.236), physical (0.194), accessibility (0.171), and physical-structural (0.141) criteria. Among the sub-criteria, distance from polluted sites, access to medical centers, flood risk, functional zones, and access to fire stations played the most significant roles in enhancing resilience. Conclusion: The results of this study can serve as a basis for integrated planning and management to improve the resilience of the urban decayed texture in Bandar Abbas and other coastal cities in the country.
