Abstract

Introduction: The wide variety of social problems in Tehran increases the need to pay attention to their classification and interactive study from different aspects of form, structure and substance.
Data and Method: This article has investigated this issue using qualitative research method and its data and information have been collected using in-depth interviews with groups of victims of these three types.
Results: The findings have shown that these three categories of problems in a layered system have distinct features in the components of form and nature, level of sociological occurrence, geographical space and location, institutional status, relationship with other Problems and strategies and solutions. Welfare Problems are economic in nature. They appear mainly at the level of urban areas and become a part of their identity and are focal in nature compared to the other two types of Problems. Structural Problems are social in nature and are community-oriented, they mainly occur at the level of the whole city or the society, and they are more complex than the other two categories of Problems. Crime-causing Problems are often individual in nature, they occur at the level of small places such as neighborhoods and hangouts or families, and in contrast to the other two categories, they are mostly caused by individual causes.
Conclusion: The results of the article showed that the intervention and control of social Problems in Iran and in particular the city of Tehran requires recognizing these differences and adopting appropriate management approaches.
