One of the controversial issues in the pathology of the structure of the Beautification Organization is the challenges between the organization and the subsidiary offices of areas municipalities. It has been challenging in recent years to such an extent that sometimes the disputes related to the process of planning and development functions have been disrupted. There is a very diverse range of contentious disputes related to planning and implementation. Problem finding of these challenges, recognizing their causes and roots, understanding the implications of these challenges and providing management strategies for overcoming them are the concerns of Beautification Organization. Based on a descriptive-analytical method, and through collecting documentary information and taking notes, and using questionnaires and interviews, this study tries to achieve the same goals. Data analysis is carried on through descriptive statistics and content analysis methods. The findings indicate that the most challenging issues between the Beautification Organization and the subsidiary offices of areas municipalities in Tehran is related to the weakness of processes and organizational structures. The causes of these problems are: lack of organizational coordination and control, organizational structure and corporate communications, as well as the conflict between the holistic and disperse management and administration in Tehran Municipality. Since this cannot be performed without the participation of Tehran Municipality and its subsidiary organizations such as the Beautification Organization, solving these bilateral challenges requires the application of strategies and implementation of mechanisms including the optimal model of urban management.

In recent years, due to mental health problems related to city life, urban tourism has achieved importance. Tourism has become an effective factor on the applicability of city lands. Kermanshah city has always been an attraction for tourists for its ancient historical background, historical, cultural and natural attractions around the city, its cross-border situation and the passing of Karbala pilgrims through this region; therefore tourism can provide background for the development of this region. This study is an applied research with descriptive-analytical nature. The aim of this study is to analyze the role of tourism in the physical development of the city in the past two decades and to assess its role in increasing tourism infrastructure. Questionnaires for people and authorities were used and were analyzed by SPSS software and Spearman correlation coefficient. For matching the information, the land-use maps of years 1365 and 1389 were provided with the use of satellite images and Envi and GIS softwares. These maps present the direction and procedure of urban development and the change rate of agricultural and arid land-use to urban use. By analyzing the urban user maps of the years 1381 and 1395, areas of other land users were compared with tourism user. The results show that through analyzing the variables of questionnaire, tourism has had 74% effect on the physical development of the city. This is confirmed by comparing the rate of tourism use in the years 1381 and 1395, which shows an increase of about 6 times.

In the present era, the repaid urban developments and its physical development have led to different crises for the urban life such as lack of house. Accordingly, regarding the difficulties related to the lack of house and high prices of the houses in our country, a project known as Mehr Housing is now considered as the most pivotal policy in this field in Iran. Therefore, the purpose of the present study is to assess resident's satisfaction regarding Mehr Housing Complexes in Mehragan town at Kerman town according to the research indicator. The research methodology is descriptive-analytical and its purpose is to be applicable. According to the research subject and the region under study, the survey study was selected for data gathering. Sampling was done through systematic random method and data were gathered through questionnaires. The statistic population includes the entire people residing Mehregan and the statistic sample adopted from the Cochran Questionnaire is equal to 278 questionnaires. The data analysis was done through SPSS 21 software. Research results, represented in Spearman Correlation Test, showed that there is a positive significant relationship between age and satisfaction of residential complex, and, on the other hand, there are negative significant relationships between educational degrees and monthly income with the satisfaction of residential complexes. The factors extracted from single-sample t-test model include six effective factors: social security, vision and perspective, architectonics, access, environmental factors, and facilities; linier regression model was used then, in the last step. Finally the architectonics factor was identified as the most effective (coefficient=0.419) and will be the most effective factor on residents satisfaction about residential environment quality at Mehregan town in the future.

Nowadays issues like evaluation of development level, resource allocation and sustainability are taken into account by urban planners and other people who are involved. Urban sustainability is comprehensive and multi-dimensional in big cities on the basis of which regional development level could be evaluated. Indeed, to reach improvement and overall development in the future recognition of the situation of various areas and regions is required. Meanwhile, because of physical-spatial attributes such as deficit and absence of balanced distribution of usage, intercity regions of Tehran metropolis do not enjoyed optimum development level. Therefore, with the help of topsis technique, this study deals with the evaluation of each of the 22 regions of Tehran from physical-spatial development point of view. The results indicate that among 22 regions of Tehran, region 7, with a topsis level of 0.619 and grade 1, is the most developed region for establishing equilibrium on distribution of usage and its proportion with area and population, and region 14 with a topsis level of 0.0048, and grade 22, is the least developed region because of disequilibrium on distribution of usage and its proportion with area and population.

Available potentials and strengths of any area can affect its development directions. One of the prominent steps and factors for regional development is economic development. On the other hand, the strategic and major role of tourism and its impact on regional development will have positive consequences on income production and capital attraction. Urmia County is one of the most important touristic areas in Iran. Every year this area hosts a large number of foreign and domestic tourists. But it has failed to achieve its actual position in attracting tourists. The method in the present study is descriptive-analytical, using the strategic planning process to identify solutions and applicable strategies for tourism development. In the process of examining the strengths, weaknesses, opportunities, and capabilities of tourism situation in Urmia, the results show that the first priority strategy is conservative and second is aggressive. The conservative strategy (WO2) with a score of 8.49 is considered as the best strategy for tourism development and special attention should be paid to it, and to strengthening management and marketing of tourism in the county to introduce tourism potential in a better way for attracting more tourists; aggressive strategy (SO2) with a score of 8.35 is also the most important strategy after conservative strategy to achieve the sustainable development of tourism in Urmia county. In order to achieve established tourism development in Urmia, developmental strategy in model tourism areas, especially areas with natural attractions is suggested.

This study analyzes the spatial structure of urban system in order to make balance in urban system of Kerman province. The study is descriptive-analytical and data were gathered through documentary-library method. Distribution point index, nearest neighborhood index, Moran index and Christaller model were used for analyzing data. The results indicate that due to the distribution point index, Kerman province has had fluctuation in its urban system during the years 1335 to 1390, in a way that the most and the least amount of concentration occurred in 1335 and 1345. Based on the nearest neighborhood index which is close to one in all periods, cities in Kerman Province are scattered randomly. Moreover, the scattering pattern of province's cities from 1355 up to now has become more concentrated. Studying the Moran index in urban system of Kerman province shows the tendency for concentration in spatial structure. The most significant factors causing this kind of spatial structure in Kerman province include the development of capitalistic relations and destruction of traditional production methods in villages during the years between 1341 and 1357, inappropriate banking system, taking the capital out of the country, economic production decrease, lack of international relations due to sanctions, imposed war, political turmoil in Afghanistan, unfair distribution of wealth among cities, the transfer of frozen fund to service sector of big cities, sharp differences of life level between cities and villages, and villagers migration to cities. Ongoing decentralization policy, strengthening Sirjan, Rafsanjan, Bam and Jiroft cities, strengthening the small cities, creating new cities in central and southern parts of the province, increasing the interaction among cities, and considering the cities spatial planning can help control the concentrated pattern of Kerman Province.

Locating and selecting sites for residential, industrial, and other places is basically an issue related to urban planning. In this study, the site selection and establishment of the Mehr Housing Project in Kazerun city was reviewed and analyzed from urban planning perspective. The research hypothesis states that the site selection and establishment of this project in Kazerun city conforms to the criteria of urban planning. Research type is applied and its method is descriptive-analytical using hierarchical analysis process (AHP). To do this study, first, the 16 sites proposed for project implementation were specified on the map. Then criteria and sub criteria of residential locations were identified and weighted using specialists’ opinions. After comparing each of the 16 sites based on weighted criteria, the weight of each sites was calculated. Then the combined priority weight of each site was obtained respectively, and finally, the final score was calculated for each of the sites. Thus, the sites that obtained the most score in terms of urban planning were identified. These include sites number 10 (Dashtak lands) and 12 (the lands next to the College).

Shahr-e-Babak town lacks sanitary landfill for waste disposal. This paper, therefore, deals with siting a proper landfill using GIS software and Fuzzy and Boolean Logic. Hence, several relevant layers including distance to the town, distance to the ways, land-use, hydrography, soils, lithology, faults, as well as groundwater direction, aesthetic aspects and wind direction were prepared. Afterwards, using Boolean and Fuzzy logics, these layers were mixed and several proper sites were selected. From these, site No1, located at 5 Km southeast of the town was ranked first. This site, compared to others, is closer to the road, which makes the transportation of waste more feasible. At the same time it is not too far from the city. Its distance to the town and to a road is suitable and lies down side to the winds as well as to the groundwater flow.
